Research and development (R&D) and regulatory document development (RD) in the nuclear industry are interrelated processes that ensure nuclear, radiation, and technical safety.

METR's portfolio of intangible intellectual assets exceeds 730 million rubles (- $10 million)

When conducting complex R&D, METR relies on the ISDC (IAEA/NEA) international cost structure and the Frascati Manual. This ensures that the results of calculations, safety assessments, and patent research are recognized by international regulators.
The cost of developing regulatory/standard safety documents (RD) fully compliant with IAEA requirements
(including the SSR and GSG series) is calculated individually.

The final budget depends on the number of international experts involved,

the scope and complexity of the project.

  • Calculation and theoretical research
    Literature review, patent research, mathematical modeling of processes, initial assessment of nuclear and radiation safety: 2-5 months
  • Experimental research
    Development of test methods, modeling of processes on benches, materials science analysis of standard and special samples: 4 - 9 months.
  • Development of regulatory documents (RD)
    Creation of organizational standards (STO), methods, regulations, and guidelines harmonized with the requirements of the IAEA and Rostekhnadzor: 3-8 months
  • Complex international projects
    Conducting end-to-end R&D and developing regulatory documentation for nuclear facilities, taking into account the IAEA SSR and GSG international safety criteria:
    6-12 months

The timeframes shown in the table include computational and theoretical justification, patent research, document development, and procedures for review and harmonization with IAEA standards.


If R&D or regulatory development requires extensive testing, their timeframe and cost are calculated separately and are not included in the basic documentation development schedule.

The official valuation of the Company's intangible assets is 730 million rubles (~US$10 million).

Unauthorized copying, distribution, reverse engineering, or commercial use of these intellectual assets, methodologies, or patented know-how without a formal international license agreement is strictly prohibited and will be prosecuted in accordance with applicable international intellectual property laws, including those of WIPO, the Russian Federation, the Republic of Kazakhstan, and the United Arab Emirates (ADGM/DIFC).
